Homeland Security Presidential Directive-12 (HSPD-12) mandates the establishment of a common identification standard for all federal employees and contractors. The standard is intended to protect against unauthorized access, identity theft and cyber-terrorism. Through a tightly controlled workflow process, one set of identity credentials are provided that grant access to federal information systems and buildings.
